It clicks at the electric relay switch when I make a change in air-flow mode (windshield, floor, dash) but the air flow doesn't change directions. It just remains at partial flow at all vents. The relay that controls the airflow operates on vacuum from the engine. Check the relay under the passenger-side dashboard to make sure all the tubes are connected and unbroken. Trace the vacuum tube to make sure that it is okay, patch as needed.
