I have a 1998 Ford Windstar Van w/AC problems.Air blows hard and cold but changes from vent to vent. Why?

The air runs just fine for awhile. It may not do this for 15 or 30 minutes. But once it starts, it does it at least every 5-10 minutes. The AC blows hard and is cold but it will switch from the regular vent in the dash to the floor vents then to the vent up by the windshield. It does this over and over in no exact pattern. Sometimes switching to the floor vent first and then next time to the windshield vent first. I will turn it on and off and flip the switch that makes it blow harder or softer. Sometimes this seems to have an effect and it will return to the dash vent. Other times it seems to have no effect at all. On the average, it takes it 45 seconds to complete the change until it is back to the dash vents. Does anyone know what is wrong and about how much it is to fix it? These are electronically controlled. You have a gear in the damper control module that is broken. It will be connected to the damper control shaft and have wires going to it. There are 2 maybe 3 dampers, so make sure you find the one that's messed up before pulling it off.
